Modernisation of older tool packs, with a BMS added.

For tools whose original packs are no longer manufactured. Moving to lithium requires adding a BMS — balancing, overcharge, deep-discharge and short-circuit protection — which NiMH packs did not have. Voltage is matched to the tool's electronics, not merely to the cell count.
